Well, consider that "VCD" resolution (352x240) typically uses about
1100 I'd think that 800x600 would need a few more bits to look

I fear that the 1MBit you wanted is not reacable. Just increase the
bitrate to values like 2000,3000 ...
You might also need to increas the video buffer.
