SVCD, very often I get file sizes less than what
was target. Then I try to better use the disk space
trying to enhance the video quality. For instance,
in the last movie I encoded, I have used
$ mpeg2enc -v 0 -I 0 -f 5 -b 2800 -F 1 -n n
