Request for this standard was received from Department of Electronics and Information Technology (DeitY).The need was felt that India being a multilingual country where Govt. or other such communications are broadcast for all or select citizens. The communications should be received by the citizen in English, Hindi and all the 22Indian official language. Similarly the citizen should be able to use the features of the mobile technology by being able to create a message at least in any one of the Indian official language of its choice. The standard is set to use the strength of mobile penetration in the country for transmitting the text message to the citizens particularly in hours of disaster management.The other published standard in the series are: Part1 Safety Requirements The standard on Performance requirements(Part 2) in the series is under consideration. For the purpose of deciding whether a particular requirement of this standard is complied with, the final value, observed or calculated, expressing the result of a test or analysis, shall be rounded off in accordance with IS 2 : 1960 ‘Rules for rounding off numerical values (revised)’. The number of significant places retained in the rounded off value should be the same as that of the specified value in this standard. IS 16333 (Part 3) :2015 Draft Indian Standard MOBILE PHONE HANDSETS PART 3 – Indian Language Support for Mobile Phones – Specific Requirements ________________________________________________________________________ 1. SCOPE This standard (Part 3) defines the requirements for mobile handset for inputting of text in English, Hindi and at least one additional Indian official language along with facility of Message readability in the phones for all 22 Indian official languages and script supporting these languages. 2 REFERENCES The standard mentioned below contain provisions, which through reference in this text constitute provisions of this standard. At the time of publication, the editions indicated were valid. All standards are subject to revision, and parties to agreement based on this standard are encouraged to investigate the possibility of applying the most recent editions of the standards listed as follows: IS 16333(Part 1) Mobile phones- Safety Requirements. IS 16350 Enhanced Inscript Keyboard Layout (under print). 3 TERMS AND DEFINITIONS For the purpose of this standard, the following definitions shall apply in addition to the definitions as given/referred in IS 16333 (Part 1). 3.1 Feature Phone — a feature phone is a class of mobile phone. Feature phones typically provide voice calling and text messaging functionality, in addition to basic multimedia<https://en.wikipedia.org/wiki/Multimedia> and internet<https://en.wikipedia.org/wiki/Internet> capabilities, and other services offered by the user's wireless service provide. 3.2 Indian Official Languages— The Constitution of India designates a bilingual approach for official language<https://en.wikipedia.org/wiki/Official_language> of the Government of India<https://en.wikipedia.org/wiki/India> employing usage of Hindi<https://en.wikipedia.org/wiki/Standard_Hindi> written in the Devanagari<https://en.wikipedia.org/wiki/Devanagari> script, as well as English<https://en.wikipedia.org/wiki/English_language>. Hindi<https://en.wikipedia.org/wiki/Standard_Hindi> and English<https://en.wikipedia.org/wiki/English_language> find everyday use for important official purposes such as parliamentary proceedings, judiciary, communications between the Central Government and a State Government. States within India have the liberty and powers to specify their own official language(s) through legislation and presently there are 22 Indian official languages namely Assamese, English, Hindi, Punjabi, Nepali, Bengali, Odia, Telugu, Tamil, Malayalam, Kannada, Gujarati, Marathi, Urdu etc. as given in the Eighth schedule of Indian constitution. 3.3 Third Indian Language — any of the officially recognized Indian language except English and Hindi. 4 REQUIREMENTS The mobile phone shall have inbuilt capability to support the Indian official languages. For this purpose: 4.1 The feature phone shall have facility for inputting of text in English, Hindi and at least one additional Indian official language.The third language that is to be supported by mobile phones shall be decided by phone manufacturers/supplier; who can decide it based on market demands. 4.2 Message readability in the phones shall be provided for all 22 Indian official languages and script supporting these languages. 5 TESTS 5.1 The requirement of inputting of text given under 4.1 may be verified by inputting of all the characters (as per the requirement) as per “IS 16350 Enhanced Inscript Keyboard Layout (under print)” in English, Hindi and the additional (third) Indian official language supported by the mobile phone as decided by phone manufacturers/supplier. 5.2 The requirement of message readability as given under 4.2 may be verified by sending a message in all the 22 Indian official languages from some other device by inputting text containing all the characters (as per the requirement) as per “IS 16350 Enhanced Inscript Keyboard Layout (under print)”. 6 MARKING Each mobile phone handset shall be packed with an instruction manual to furnish the following information in addition to the information given at clause 5.1 of IS 16333 (Part 1) 6.1 The Indian official language that the mobile is capable of to send text in. 6.2 BIS Certification Marking The mobile phone handset may also be marked with the Standard Mark. The use of the Standard Mark is governed by the provisions of the Bureau of Indian Standards Act, 1986 and the Rules and Regulations made there under.
