Web views are improving from android 4.4 itself.
And google chrome's new version has very good accessibility.
You can navigate by sections, lists, control etc using reading granularity.

actually il advice you to use firefox cause chrome isn;'t that good yet.
firefox is a very good web browser. it has links and heading support. fully
accessible with talkback.
