Install call announcer from the play store. It is highly configurable and
will announce incoming callels.

also, despite the checking of speak caller id option in talkback
settings, not speaking the caller name. what i can do?

There is two ways to save a contact:
1. double tap on the phone icon, go to key pad tab, dile the number.
You will get the add contact butten above the key three butten. tap on
it. then, you will get two butten IE, update existing butten, and
create new contact butten. Tap on the required butten. G
