Can u please explain how to send emoticons. When I press the MOG
button and move my finger on the screen it does not read any
expressions of the emoticons. So I am unable to identify them.

I think there is some accessibility hinderance with the English to
Telugu dictionary app in question itself.
I guess the best way forward is to share the Playstore link of the
English to Telugu dictionary out here and request a Telugu reading
friend to test and report on the application's acces
