1. I've realized that when my Samsung Chat is plugged for charging, the
screen doesn't get on easily. Further, Talkback also becomes sluggish and
doesn't respond quickly.

This is a known problem with most of the android mobiles. if you try using the phone while it is plugged in for charging, these problems are common. should be okay as soon as it is unplugged.

2. I wish to know that when we run the USSD code (used for many purposes),
how does one switch to the number mode? by default it is in alpha mode.
Please mention the key with its exact location.

Should be the second lower row key, but am not sure. Sometimes it works only if you continue holding it down.

3. IF multiple apps are opened, how does one switch to the other apps and
closes them?

Should be long pressing the home key, should open the task manager.

4. If one misses the announcement of an incomming call by the call
announcer, (by default it is set to repeat it twice after three sec.), is
there some way to listen to it again?

I have recently stopped using call announcing apps and relying on this trick. swipe up once and then press the back button. talkback will announce the incoming call. actually swipe up is for sending an sms instead of accepting call. pressing the back button moves focus back to the call screen.

5. I've noticed that when we scroll through a long list, (for example in
settings), swiping up with two fingers sometime jumps and skips a few items.
What is the correct way/gesture to do this?

don't cover the whole screen length while scrolling. scroll in small steps. you may be able to controll quite efficiently.

6. I vaguely remember about some discussion related to some app like Seeri
available for Android which can take dictations. Could you come up with the
name?

On the touch screen keyboard there is a voice button in the lower row. but first make suitable changes in the voice recognition settings under language and input. click the settings button next to google voice typing and choose "english india" as the default language.

Anket is already a member of this group and I don't  see why others
should forward his private conversation on the list.

Secondly there was a forward of the same mail earlier on the day and why
this is put again.

In this same thread, it is put that some members are scared to put their
version the list. It gives me a feeling that,  they will have to face
some  repercussions if they do so.

I have allowed the grieved to speak out. Then, why this hesitation.

If Jayprasad is a concensus person to handle this issue, then why this
multiple postings?

This is permitted for a specific purpose. Lets not abuse it.

We have to do a balancing act taking interests of the members and the
