You can use Chime me big ben for this purpose. One clock is free in
free version that chimes each 15 minutes. Apart from it you can
purchase different clocks which work with this software and gives
different type of chimes/announcement at a particular interwel.

not the same what you have asked for but still you can try alarm clock
plus or chime time.you can configure the first one to announce time
every hour.
