At the moment it's clearly NOT a replacement as it works very differently.  

It's much more powerful and easier to use when used in a way that Access would 
struggle with.  

There is some effort being put into swapping in Firebird to replace the HsqlDB 
but that work has not even started yet.  The work for it is in the list for 
"Google's Summer of Code" but there are tons of other much more glamorous and 
exciting-looking things that people are more likely to go for.  

The marketing list are pushing Base as a drop-in replacement for Access that 
also has some other stuff it can do if you want.  But the rest of TDF lists 
agree with the Brasilians.
