Paul is the owner of URI::tcp, but I am not sure he actively maintains it, or even if this email is still current for him. I cannot help you with that module. If Paul can’t help, I am sure there is a procedure for you being granted rights by CPAN. If you don’t hear back, pursue that. Hello, this module (`URI::tcp`) doesn't exists in SOAP::Lite now... I think the easiest way is to follow the suggestion in the ticket and split "package URI::tcp" into two lines, which should prevent it from being indexed.
