I went ahead and created 
https://apps.fedoraproject.org/koschei/groups/mavit/mono, from the list of 
packages output by `dnf repoquery --enablerepo=fedora-source --whatrequires 
mono-core --qf '%{source_name}'`.

Nearly half of tracked packages are currently failing to build in Fedora 30 and 
above, by the way.

Well that's simple now as long as libraries correctly target .NET Standard
instead of Framework or other things :)
