Copyright only concerns *copying.* If you come to the same solution on your own, you are OK. The guidelines you quoted ensure that this is what actually happens.

implementation, so does it mean published documentation by Microsoft or
by Mono. if it is the latter, then the documentation by Mono does not
contain the information that i am looking for. In that case how should I
proceed?

I interpret that last statement to refer to Microsoft's documentation: The documentation describes an interface and not an implementation. Therefore it is "safe" to look at.
