The person could tightly bag and freeze the bird and then transfer it to an
organization that holds federal and state collection/salvage permits.
A friend in south Minneapolis found a dead adult Coopers in his yard. He
saw it hopping around in the backyard earlier this morning. Anyone
interested in doing a necropsy? or the specimen?
