I checked all of my photos of the LaCrosse Slaty-Backed Gull and I did find
a single shot that showed the right side of the bird's head. That shot
clearly shows a small black spot on the upper mandible and an elongated red
spot on the lower mandible that match the bill markings on the Pt. Douglas
bird. All of the other features match as well. I would have to believe that
this is the same individual.

This bird definitely looks like the bird that we had in LaCrosse 2 weeks ago
and that makes sense to me.  The bird in LaCrosse disappeared when the ice
on the Black River disappeared.  I had a suspicion that it moved up the
river to follow the receding ice.
 
The only feature that makes me wonder is the dark spot that shows on the
upper mandible of its bill on the pictures that you have of the right side
of the bird's face.  I did not see a dark spot on the upper mandible of the
bird we had here.  However, I only had good looks at and only took pictures
of the left side of the bird's face.  I noticed that on the one picture that
Jim Matteson took of that side, that the dark spot is not evident.  However,
that was not an especially clear picture.  This would be a good feature to
look at to try to prove that it is or is not the same bird.
 
Is this bird still present after the significant freeze on Sunday and Monday
nights?

Hello,
I was fortunate to arrive at Point Douglas Park in Washington County,
Minnesota shortly after Jim Mattson and Mark Ochs had spotted a Slaty-backed
Gull.  This is directly across the the St.Croix River from Prescott,
Wisconsin - the gull did move around quite a bit as it harrassed Common
Goldeneyes, and it spent some of it's time within Wisconsin waters.
This individual has much less streaking on it's head than the gull observed
in Superior in November, or the one present in the Twin Cities in December.
It's appearance seems quite similar to the images Dan Jackson posted of the
La Crosse gull.
The gull was observed in flight several times and the "string of pearls"
pattern of the primaries was very evident.

Other birds of interest present include a Long-tailed Duck, Canvasback,
Redhead, Trumpeter Swans, 1st or 2nd-winter Glaucous Gull, adult Thayer's
Gull - along with hundreds of Herring Gulls, Common Goldeneyes, etc.
Pt. Douglas is at the confluence of the St. Croix and Mississippi rivers at
Prescott, the birds can be most easily observed by taking Hwy 10 across the
St. Croix into Minnesota and scoping from Pt. Douglas Park.
