The short answer is that, no, this is not possible at present.

There are workarounds, I'll add them to the bug.
Is there any method of automatically rejecting ALL cookies except for
those from sites that are listed in a whitelist, i.e. those that
you've manually told Mozilla to accept cookies from?
1. If you set Mozilla to disable cookies it does not honour your
whitelist.
2. If you have it always ask,
