I disagree that the best solution right now is to allow dogs off-leash only down below at the river bottoms. There are children that accompany their parents and their dogs, and we don't put children on leashes. It is dangerous not only for the dogs, but also for the children, and even the adults

My 'destination' on the Kenilworth is often the downtown Farmer's Market,
about 1-2 blks. from the trail end downtown-- especially early on Sunday
mornings.
Even mid-afternoon rides on either Kenilworth or the Midtown Greenway (or
