This is the info I got from IBM.
Per our conversation, there is a fix available for the problem that you are
experiencing. The fix is available in fixpack 23 for WAS so there are 2
options available to you to fix this: 1) Upgrade to fixpack 23 which contains
the fix 2) have a fix built

Neil,
I don't know if WAS puts a different spin on it, but in base MQ the
client channel table is always searched alphabetically by channel name,
so in the below example the app would always attempt connect to host1
and only try host2 if communication
the channel name to host1 is alphabetically ahead of the channel
to host2.
