We had a registry punch in place to automatically send such files without
notifying the users, but it appears Microsoft has changed something and we're
seeing these notifications again.

I made some progress with this. My settings package had a default
customsettings.ini that was renamed to customsettings.ini.orig. For some
reason, that file was used instead of my customsettings.ini. Once I deleted
the rogue file, UDI gets the proper variables.
