[mssms] Delegating the Permission to create Custom Client Settings

This is probably very simple but I am missing it. I assign a u ser to the role Operations Administrator. When I look at the Permissions= it says: Client Agent Setting and has Read, Modify Delete,etc.When t he user logs on though they don't have the ability to create a Custom Devic e Settings,it is

My question would be what would I "miss" if I went to TechEd vs IT/Dev Connections or something like it? I started going to MMS in 2009. What I would like to see is more of a side by side comparison of the two. Full disclosure, I have never been to TechEd so my frame of reference is MMS ans SQL
