SCEP or SEP, one or the other. You don't want to AV products though. You can have the SCCM client without SCEP. SCCM just provides a central management/reporting console for SCEP. We deploy SEP via SCCM in our environment daily. SCEP (installations etc...) are managed via SCCM client settings
