Are you not using content boundary groups? and/or are using an Alternate
content provider? We found something similar; and there's a setting (not
visible via normal means, it's in a sql table) to change so that the
content would download in in 1602/1606 when you don't have boundary groups
I’m not convinced automatic client upgrade is working right. I noticed a couple
weeks ago that most of my clients had not been upgraded. I just did it with a
package and we were all good that day.

In the past I've always had a handful of clients that would just not update
for whatever reason. I had to do client push to them and specify
'uninstall previous version of the client' and then it would usually come
down correctly.

About 97% of our clients are still on 1602, but our infrastructure is on 1606.
Doing the 1610 upgrade this month sometime.
Will most likely deploy the clients next month.
