[MTT devel] Trac changes for MPI Forum members

The Indiana U. admins have consolidated the authentication system for  
SVN and Trac amongst all the following projects:

- hwloc
- PLPA
- MTT
- Open MPI
- OTPO
- MPI Forum
This means that if you're a member of one or more of those projects,  
your SVN and Trac usernames for those projects are shared.  For  
example, if you change your password via the Trac of one of those  
projects, it's changed for all of them.
