This actually turned into a total nightmare. r1362 was not enough to fully
address the problem.
Attached is a patch that finally allowed me to run properly again.
Ethan -- can you review? (I'll remove the debugging stuff in Files.pm before
committing)

Here's a new patch that fixes the problem the way we talked about on the phone:
saves now only save one section of the hash, so there should never be
collisions on the loads. merge_hashes() therefore got deleted.
