mutt, PGP and courier - solved

Why am I asked to update encoding?

List: I'm using mutt under Win95/Cygwin. When I finish composing a message, I am occasionally asked if I want to update encoding. Looking at the source code, it appears that it's asking me if I want to convert between two different encodings.--is that 8-bit vs 7-bit? However, I'm not certain
