I am trying Mutt and am having trouble figuring out how to create
folders/mailboxes. I have found where you can create mailboxes by
saving an e-mail and using a name that doesn't exist but how do I do
a folder under other circumstances.

All you have to do is:
'touch ~/Mail/foo'
(or whatever your favorite location is) and add
'mailboxes =foo'
if you've:
'set folder=~/Mail'
