I was thinking along the lines of, "The Outline workspace has been locked
to the Outline view. To understand more about locking workspaces, see..."

But whatever is done should be consistent. Right now a new file comes up
with "Workspace" and not these two tabs. The templates have the two
workspaces, but neither is locked. So you can easily click on "Inbox" and
your "Outline" tab will still be called Outline, but it isn't the Outline
anymore of course.
