Hi,
My guess is that you're running Win 2003 (even though you didn't
specify), and Data Execution Prevention is preventing the unregistered
executable from starting.
If this is the case, you need to go to Control Panel -> System ->
Advanced -> Settings (the first one under Performance)

I would recommend using NagiosClient++ (http://trac.nakednuns.org/nscp/)
it has NREP already builtin and is still being developed.
