Yes, define your facilities guy as a contact and set his notification_options to only 'c'. If you want him to only get notifications for that one service, you'll probably want to give him his own contact group and specify it accordingly in the contact_groups of that one service definition

Another option If I'm not mistaken, you can use the escalations option set this up. Create an escalation for the service that you want to have this option enabled for and set the escalation_options to say CRITICAL and set the group to notify for that state. Do the same for other states/group
