Cheguei a um parâmetro bom. No generic-service deixei
normal_check_interval = 0.5
max_check_attempts = 3
retry_check_interval = 1
Com isso esta funcionando bacana!

Como diriam os americanos como regra do dedão você deveria colocar um tempo
de normal check maior que o tempo do retry check. Sugiro você inverter para não
sobrecarregar o servidor do nagios e nem sua rede com muitos checks…
