I've been bit by this in the past at two different exchanges. I too have a
policy applied to deny IXP LANs from upstreams and peers. It would be nice
if there was a list of all IXP LANs somewhere that we could generically add
to all upstream and peers.

Let’s not forget that all POTS and cell service was offline during the
outage - even for local and 911 service.
There is some high level of dependence on some equipment in Quebec and/or
westward which should not be there.
A double fault like that should not knock out all local service for 4 out

The old generation QIX (in Montreal) has been around a long time as an IXP
where commercial players have been present. It was managed and operated by RISQ
(a research network) but most of the members were commercial.
