A psychologist would probably describe this as "self soothing behavior"
An addiction specialist would identify it as illicit drug substitution :

Ah-ha! Thanks for the correction. So the tandem office is the big red
windowless building?

The internet is buzzing with speculation about this. According to CNN the
RV was at 2nd and Commerce st, which puts it 1-block away from the ATT
building. If it were the target, I'd imagine they would have parked it
closer.
A few thoughts :
Netflix has an excellent five-part documentary series called "Don't Fuck
WIth Cats" about someone who did this years ago, and then eventually
murdered a human on camera after many internet slueths trying to get law
enforcement to cooperate :
Yes, evidently someone screenshotted it and it was making the rounds on
social media this morning, sans the date.
So now back to other theories.

Ah-ha, that is indeed the write-up I saw. 8 years old!

Facebook pushed an update to their code that manages cookies, that had a
rather severe bug in it that resulted in a large flood of requests to their
database servers. To deal with this load, they had to prevent all writes
and then slowly allow people back on.
I saw the writeup for it last night
You're way too close to the truth. The steganographic code is based on
typos. (bit rate is rather shit)
Now you must be Elluminated

Sudden plot-twist!
A small elite group of NANOG participants have been using stenographic
forms of encryption in the messages all along!

There's a reason that the subreddit for hidden services has this as a title

I've done a bit of work in this space, wont elaborate . but here are
some thoughts :
* many less-engaged or new pedophiles may indeed search such content in the
clear, however
* the persistent abusers tend to form communities within TOR hidden
services, making them difficult to find.
