CLIMATE CHANGE COULD CAUSE HEALTH PROBLEMS FOR EUROPE

LONDON, UK, June 21, 1999 (ENS) - Global warming and changes in rainfall
patterns may have wide-ranging impacts on health in Europe, says a team of
researchers in this week's "British Medical Journal." The team is part of
the International Working Group on the early human health effects of
climate change, convened by the Rome division of the World Health
Organisation European Centre for Environment and Health.

FINDING NEW OIL IN OLD GROUND

SYDNEY, Australia, June 21, 1999 (ENS) - A new technology developed by
Australian scientists is finding oil deposits in areas that had been given
up as too poor to prospect. It could save oil companies millions of dollars
by reducing the risk and cost of unnecessary exploration and could lead to
exploratory activities in areas previously untouched.

TEXAS ELECTRICITY DEREGULATION ADDS RENEWABLES TO THE MIX

Texas Electricity Deregulation Adds Renewables to the Mix
Texas Governor George W. Bush, a Republican, signed an
electricity
deregulation bill on June 18 that commits the state to
developing 2,000 megawatts
of new renewable energy sources by 2009, enough to meet the
entire needs of
1.2 million homes. The bill includes precedent setting
commitments to clean up
               the state's existing power plants...
Deadline Extended for Listing Lynx as Threatened
The U.S. Fish and Wildlife Service has extended for six
months the deadline on a
proposal to list the Canada lynx as threatened under the
federal Endangered
Species Act. The deadline had been July 8.....
Fuel Cell Brightens California Camp Ground
The first commercially available fuel cell/photovoltaic
hybrid power system will
be dedicated Tuesday at Kirby Cove in California's Golden
Gate National
Recreation Area. The system will provide power for a camp
ground open seven
months of the year. Replacing an existing power line would
have cost the Park
Service approximately $160,000. The new power system
combines a 2.5 kilowatt
fuel cell, a 9.6 kilowatt photovoltaic system, and 9
kilowatt hours of battery
storage. It costs only $47,000, a savings of $113,000.
New Wildlife Refuge for California’s San Diego Bay
A new 2,200 acre, coastal wildlife refuge has been created
by the U.S. Fish and
Wildlife Service in South San Diego Bay. The South San Diego
Bay Wildlife
Refuge is an important wetlands stopover for migrating birds
on the Pacific
flyway. Environmentalists have been trying for years to have
the area protected.
The Bay was once a calving area for gray whales and home to
native wildlife
including osprey, halibut, mussels and lobster, but 90
percent of the original
habitat was destroyed by filling and development. Numbers of
waterfowl
wintering on the Bay have dwindled by 90 percent. ....
Pennsylvania Executives Charged for Falsifying Tests
Two Pennsylvania executives and their company were charged by the U.S.
Environmental Protection Agency (EPA) on June 9 with
providing false
environmental test results to hundreds of customers.
Hydro-Analysis Associates
Inc. (HAA) of Kutztown, Pennsylvania, its president, Randy
Haring, and the
former laboratory director, Robert Spare, were charged with
making false
statements to the EPA and the Pennsylvania Department of
Environmental
Protection, mail fraud and violating the Clean Water Act.
Between 1994 and 1998,
the defendants falsely told their customers that they were
using proper
instruments and equipment and that they were using EPA
certified methods to
perform tests on drinking water, wastewater, soils and
underground storage
tanks. The EPA says the defendants were not using the proper
instruments and
had no quality control procedures in place to ensure
accurate test results.........
BP Chemicals Cited for Clean Air Violations
U.S. Environmental Protection Agency (EPA) Region 5 has cited BP Chemicals,
Inc., for alleged violation of federally enforceable State
clean air regulations at the
company's plant on Ft. Amanda Rd., Lima, Ohio. The EPA said
BP Chemicals
began building a unit to make butanediol, a hazardous air
pollutant, before its
permit to prevent significant deterioration of air quality
in the area became
effective. Companies must get this kind of permit before
they can build or modify
air pollution sources in areas that already meet national
health based air quality
standards for all air pollutants. This is a preliminary
finding of violation. To
resolve it, EPA may issue a compliance order, assess an
administrative penalty, or
bring suit against the company. "Hazardous air pollutants
are potentially serious
threats to human health and the environment," said Margaret
Guerriero, acting
director of the regional Air and Radiation Division..........
New York Transforms Paper Mill Brownfield into Park
New York Lieutenant Governor Mary Donohue Thursday announced
$719,000 in state funding for development of a new park at
Paper Mill Island in
the Village of Baldwinsville, in Onondaga County another
opportunity to enjoy
outdoors New York. "Working with the Village of
Baldwinsville, we will
transform what is now an ugly brownfield into a beautiful
and accessible park
that residents and visitors will use for generations to
come," Lt. Governor
Donohue said. The State Department of Environmental
Conservation will provide
$369,000 to clean up the 1.4-acre island site that is now
considered a brownfield....
Underwater Sparker Cuts Zebra Mussel Control Costs
A new method has been found to combat invasive zebra mussels with tiny shell
clusters that quickly clog freshwater intake pipes of
utility companies. A pulsed
power plasma sparker effectively controls zebra mussel
infestation of water
intake pipelines at much lower cost than conventional
control systems, which
depend on chemicals. Operating on standard 120/240 volt
service, Sparktec's
equipment works like an underwater spark plug, sending a
pressure pulse down
the inside of the pipeline. The pulsing environment is
hostile to zebra mussels at
every stage of their life cycle.............
Last Chance for Animals Sues Coulston Foundation
A Los Angeles based animal rights organization, Last Chance For Animals (LCA),
filed suit Thursday in the Los Angeles Superior Court of
California, seeking $4.3
million in damages from an animal experimentation
laboratory, The Coulston
Foundation. Coulston is a not-for-profit biomedical research
facility based at
White Sands Research Center in Alamogordo, New Mexico.
Accredited by the
College of American Pathologists, Coulston Foundation
performs experiments on
more than 600 chimpanzees, a group LCA calls "the world's
largest captive
colony." LCA alleges that Coulston has prevented the
animal-rights group from
exposing the facility's actions by improperly threatening
third parties that entered
into agreements with LCA. At the core of the suit is LCA's
right to disseminate its
message through the use of the Internet domain name,
               "www.CoulstonKillsChimps.com."............

Y6B - It's Really Coming

On October 12, 1999, an event never before experienced in all of human
history will take place: the population of planet Earth will reach six
billion people. 1999 is the year of six billion - Y6B. No one really knows
whether we should celebrate or mourn the day. Are there really too many
people on Earth or are there just too many greedy people?
