Senator Warns of Y2K "Panic" Factor (Declan McCullagh, Reuters/Wired News) 
  The first summit organized by President Clinton's Y2K council
was held yesterday.
  Here is the report, which is extremely sobering. -- The
luncheon address was given
  by Sen. Robert Bennett, the head of the special Senate Y2K
committee. Bennett
  said, "Even if the Y2K problem is solved, the panic side of
it can end up hurting usas  badly." Thus he gave clear expression to
what "government officials have said
  publicly and privately": "Increased jitters about computer
failures in financial
  institutions could spark bank runs in 1999." On the issue of
the safety of electric
  power, "A representative of the North American Electric
Reliability Council, or
  NERC, did his best to assuage the concerns of the audience."
A Federal Reserve
  Board official, Stephen Malphrus, "said he lost sleep at
night over 'these incredible
  interdependencies in the infrastructure.'" NERC's Y2K project
manager, Gerry
  Cauley, thinks there's not such great cause for worry: "A
properly tested and
  repaired unit at the component level does not have a problem
that would prevent it
  from operating." Nonetheless, a sixth of power distribution
companies have not
  joined NERC's industry-wide Y2K project. "And of those that
signed on, 35
  percent still have no written Y2K project plan." On the other
hand, 45% of systems
  operated by those who have signed on have been "fixed and
tested." "In North
  America, power generation and distribution is handled through
three electrical
  interconnections, or grids, that include the United States,
Canada, and a tiny portion  of Mexico. The grids are split up into 10
regions and run by 136 control centers."
 John Koskinen, the chair of the president's Y2K council, said the
government would
  be moving from contingency planning to a crisis-management
phase. Apparently,
  capitalism is not part of their idea of crisis management:
"In a crisis and emergency situation, the free market may not be the best
way to distribute resources If there's  a point in time where we have
to take resources and make a judgement on an
  emergency basis, we will be prepared to do that." Bennett
said that, with
  corporations like GM stockpiling supplies (to say nothing of
ordinary citizens), Y2Kpreparation alone has "set us up for a classic
inventory recession." Bennett also said
  he was "sweating" over the status of many other countries
that "need major
  emergency support to survive."

Preliminary efforts to update the resources section of our book
“OUTSIDERS LOOKING IN” have begun and we are requesting your assistance.

OUTSIDERS focuses on a neglected segment of society, the families and
friends of people in jail or prison. Regardless of what the person on
the inside has done, the loved ones on the outside are left to pick up
the pieces.  When confusion reins and they don’t know what to do, this
book steps in with information these forgotten (and innocent) victims of
crime need to know in order to survive the ordeal.

What we ask from you is the following: Email addresses, webpage URL’s,
addresses, and phone numbers of your group or organizations. Also
background information so we can have a better idea of what you offer.
If you feel it would be appropriate for the resources section of this
book, please let us know so we may consider it.

We would also like to know of other persons, groups and organizations
you may know of that are valuable resources. Anything you could provide
may ultimately help someone out of a serious situation.

Also, while this is not the primary purpose of this letter, if you know
of anyone who might like to contribute stories or other information to a
future update of this book, we also would love to hear from them.

While letters, information packs, and phone calls are welcome, we
understand the expense involved. If you would like to provide
information we much prefer email if possible. As a time factor is also
involved,  please include in your letter permission to use whatever
information you would like us to use.

This is a fabulous opportunity for you to get exposure for your group
not just In the United States but internationally as well. This book is
becoming known as the “go-to” source for people in this situation. We

Supporters of American Indian Movement activist Leonard Peltier
hope to win Peltier's release from federal prison after 22 years of
incarceration. As part of an International effort to spur the Clinton
Administration to grant Peltier a Presidential Pardon, a group of local
supporters has organized a nonviolent civil disobedience action for
December 19th in Greenfield.

Leonard Peltier is a well-known victim of human rights abuses by
the U.S. judicial system. Convicted in 1976 of murdering two FBI agents on
the Pine Ridge reservation in South Dakota, Peltier has maintained his
innocence and human rights groups and civil rights leaders have cited his
case as a grave injustice. Amnesty International cited the Peltier case as
a glaring example of FBI tampering with the judicial process in a political
trial; Federal prosecutors have admitted that they cannot prove that
Peltier was responsible for the agents' deaths and an appeal's court judge
who upheld Peltier's conviction later called for Peltier to be freed,
saying the FBI was equally responsible for the agents' deaths. Despite
evidence of witness tampering by the prosecution and a lack of direct
evidence of Peltier's guilt, he remains in prison after 22 years.
Meanwhile, Leonard Peltier's health is deteriorating and many people around
the world are concerned for his life.

More than five years ago Leonard Peltier applied for Executive
Clemency, citing his support among such leaders as Reverend Jesse Jackson,
55 members of Congress, European Parliament, Nelson Mandela

Buffalo hazing begins in park

BOZEMAN - Snow is flying, bison are roaming and the accusations are
starting to pile up. It is winter in Montana.

State Department of Livestock officials say recent hazings of Yellowstone
National Park bison back into the park are successful efforts to protect
the animals. Under an interim management plan, hazing is the first option,
then the animals may be captured and sent to slaughter or shot.

But critics of the agency say the hazings have been unwarranted and could
eventually kill the buffalo.

Thirty-six bison were hazed back into the park Friday from the Duck Creek
area near West Yellowstone, the agency's fifth and largest such operation
in the last two weeks.

"The Department of Livestock continues to claim they are saving the buffalo
by hazing them back into the park," said Mike Bowersox of the group Buffalo
Nations. "But these same buffalo will continue to come out of the park to
their traditional winter forage grounds regardless of where the DOL tries
to make them go. However, as the snow accumulates, continual hazing
stresses the buffalo unnecessarily and increases the potential for winter
kill."

Members of the group, who observed some of the hazing, said many of the
bison were bulls - which are deemed at a low risk for transmitting
brucellosis. But Arnold Gertonson, the state veterinarian, said there were
bulls and cows and it was impossible to determine the risk level of the
cows.

Buffalo Nations members and other conservationists said bison should be
allowed to stay outside the park.

The arguments are familiar to those who have been following the bison
controversy over the last several years.

Many of the park's bison have been exposed to the disease brucellosis,
which causes abortions in cattle. While there has never been a documented
case of transmission of the disease between wild bison and cattle, state
officials and others have said any risk is too great. Eradicating the
disease from state cattle herds cost millions of dollars and losing the
brucellosis-free status would be crippling to Montana's largest industry,
said Marc Bridges, the livestock department's acting director.

Only 11 bison were killed for disease control last winter, but the prior
winter saw 1,100 bison - about one-third of the park's population - shot or
sent to slaughter. Many more starved and critics of the park service said a
lack of management had resulted in too many bison and not enough food.

Bridges said in a Thursday news release that recent bison migrations out of
the park are due to a lack of forage to support the current herd, which
stands at about 2,200.

But Yellowstone spokeswoman Marsha Karle said bison are naturally roaming
animals.

"There's plenty for them to eat, they are just ready to move," Karle said.

The Comandantes' War

THE WORLD PRESS snapped up the Zapatista rebel movement when its leaders
wearing black ski masks surfaced in Mexico's remote and desperate Chiapas
province and, thinking big, demanded the removal of an elected president
and the surrender of an undefeated army. Five years later, though the
president and army remain on the scene, "Chiapas" has come to mean not
simply a particular insurrection but also a condition of disorder mocking
the country's capacity to govern. Chiapas is in Mexico, but the disorder it
exemplifies is found in many parts of the world and gives many others
reason to keep a nervous eye on how things are unfolding at the scene of
the real thing.

The insurgents have been able to sustain a local physical presence, and an
international media presence, but have done little to improve life for
their constituencies among the poor and indigenous. This suggests the
tenacity of the popular grievances on which the movement feeds.

It suggests as well the difficulties of the Mexican government. The
government portrays Chiapas as a political conflict with some violence. The
comandantes portray it as a continuing class war with some dialogue. For
the government, the purpose of the dialogue is to gain the time and space
to advance its reforms. But the guerrillas repudiate the official mediators
and use the fitful dialogue to string the authorities along.

The Zapatista leadership is devoted to a primitive Marxism at odds with
what the rest of the world has learned about change in the 20th century.
The alienation of the 35 percent Mayan Indian population in Chiapas is
centuries old. But President Ernesto Zedillo, struggling to modernize, is
forced to rely on the same corrupt ruling party, the PRI, blamed for
paramilitary outbursts like the one that left 45 indigenous dead, and no
one punished, at Acteal a year ago.

Many Mexicans, though they may not agree on a prescription in Chiapas the
place, understand that "Chiapas" the anarchic condition compels urgent
engagement. The Zedillo government, which says that in Mexico political and
social change cannot be achieved by force of arms, needs to listen to its
own advice.

Dear Editor

I am writing in response to your editorial, The Comandantes's War,
published on Tuesday, December 1st.

I would just like to point out a number of errors and ommissions that we
have perceived regarding your analysis of the Chiapas conflict. 

1. Firstly, you are correct to state that the Zapatistas "have done little
to improve life for their constituents among the poor and indigenous," and
that this is due to "the tenacity of the popular grievances on which the
movement feeds." 

There is no doubt that desperate poverty was the driving force behind the
initial uprising by indigenous communities against the Federal Government
in Chiapas in January 1994. The violent insurrection followed decades of
peaceful, democratic struggle for indigenous rights by communities that
have some of the worst infant mortality rates in the country, a fact
reinforced in a recent report by the Galileo group, a faction of
progressive PRI deputies in the Mexican Congress. Citing the worsening
poverty statistics in Chiapas, the report blamed the conflict on the
appalling socio-economic conditions that persist. 

During the last five years, the Zapatistas have been unable to reverse the
declining living standards of their communities largely due to the low
intensity war that the government has waged against the insurgent's support
bases since the peace negotiations broke down three years ago.

Since the massacre at Acteal last December, Global Exchange and other human
rights organizations have documented the systematic incursion of rebel
communities by federal troops in clear violation of the dialogue laws
established to promote the peace process in March 1995. The federal troops,
who are under the direct command of the Mexican Presidency, have used these
incursions to steal property,
