I don't think so, looks like it's made from several aligned neon tubes
instead. Typical IN-28 displays look like this:

You can always see the dots very clearly.

Oh yeah, you are probably right, i looked into the curners and it seemd it
could be single bulbs, but you can see on the left side those tubes
overlaping.

Sorry the IV29 is the large dot, the IV-28 is a flat multi digit 'VCR'
type display.
