I compiled net-snmp in windows by following steps
1. Open a command prompt
2. Initialize the Visual Studio build environment by running VCVARS32.bat
which can be found in the bin folder of your Visual Studio install folder.
3. Run win32\build.bat
4. enable 'Install development files'
