build.bat opens a window then closes immediately, it is not open long enough to
show an error.
What do you mean build libsnmp and how would I do that? I just put the file
folder in as one of the external dependencies under win32.

Which error message was reported when you ran build.bat?
Since you created a Visual Studio project yourself: did you build
libsnmp as a static library or as a DLL? In the latter case, have
you noticed that NETSNMP_DLL
