If you compiled Net-SNMP under Cygwin, then it should work. If you are

If you compiled Net-SNMP under Cygwin, then it should work. If you are
using the binary from the web site while using Cygwin, then it will not
work as the binary is compiled with MSVC.

The pass and pass_persist commands are not currently working under Windows
in the released versions of Net-SNMP. Net-SNMP 5.3 will add
