 the OID enterprises . ucdavis . systemStats . ssCpuIdle is returning the percentages of idle cpu time instantly or percentages in one hour ?
 
 if it s the percentages of idle cpu time instantly , do we have anyway to collect the percentages of idle cpu time in hour ?

percentage of idle CPU time instandly is meaningless.
At a single instant, the CPU is either working (idle=0%) or not (idle=100%).
And since the agent requires the CPU to run, it'll almost certainly be working!

In fact, the ssCpuIdle (and similar) stats are fundamentally broken,
and really ought to be removed (IMO).   The MIB definitions are
insufficiently precise, and the implementation differs from one O/S to
another.

The best (most reliable/flexible/etc) approach is to use the ssCpuRaw*
statistics.  Sample this value - wait a while and sample it again.
The difference between the two readings (compared to the maximum
possible) will give you the percentage idle, busy, etc over that
period.
   You want per-hour statistics - compare samples taken 1 hour apart.
   You want per-minute statistics - compare samples taken 1 minute apart.
   You want per-year statistics - compare samples taken 1 year apart  :-)
