Because JavaFX is no longer in the JDK since JDK 8.
Please use JDK 8 to run NetBeans if you want to use this feature -- or run
on a later JDK (e.g., by Azul) that bundles JavaFX with the JDK.

Yes, features don't appear magically. :-) If you want a feature, you need
to file an issue, and advocate for it on the mailing list.
If you run NetBeans 12.0 beta 2 itself on JDK 8, that native packaging
should work as before.
