The platform does in fact run on JDK 9. The IDE is built on top of that

Go to the test run in Synergy  to volunteer for a test assignment. The
names of all the RCP tribe test suites start with [API Support], so they
can be easily identified.

I don't know what -Xss does, but -Xms is only the initial (and minimum)
memory. It can and will certainly go up from that. So I don't think
