I'm again able to access Apache Jenkins. I still wonder why expose an 
API you'd ban people who use it...

I was so eager to automate Netbeans update.

I suggest to type infra.chat into your browser and press Enter. This 
will take you to an online chat with Apache Infra team where you can ask 
if they really ban someone who wants to automate downloading of Jenkins

the latest build file name through Jenkins JSON API (see below). Also,

24 hours later and still refused to connect. I'll have to talk to
someone there at Apache. Why to expose the API if you're banning those
who access it?
I just want to automate Netbeans update.

Alied,

Well I just tried both of your links (http and https), and they both
worked, and immediately rendered a small chunk of JSON.

Then I tried both links again a minute later, and got nothing back except a
timeout error. So maybe there are intermittent issues on the Jenkins server?
