Hello. With 'ip tunnel add tun0 mode ipip dev enp1s0' make two interfaces called 'tunl0' and 'tun0'. Late with 'ip tunnel del tun0' remove only 'tun0' and forget the 'tunl0' in the list. with this you can not do anything else in the list, it can not be created and it can not be deleted. It is hanging.
