Return -ENOIOCTLCMD for unknown ioctl commands. This lets dev_ioctl()
handle generic socket ioctls like SIOCGIFNAME or SIOCGIFINDEX.
PF_PPPOX/PX_PROTO_OL2TP was one of the few socket types not honouring
this mechanism.
