I think this is an error because any module that uses this grouping will
fail.
The prefixes are resolved in the module they are defined in, not the module
they are used in.

Should YANG validation fail if a module defines a grouping that contains
unresolved module prefix or should this generate only warning. In case
the grouping is not instantiated that is.
For example ietf-netconf-cli...@2022-05-24.yang does not import
ietf-keystore and has no prefix 'ks'.
