In anticipation of a further upgrade version being imminent, I will have
three things available to compare:

        1. I have adapted my original download script into an application
which first uses cURL to fetch the download page and then extracts the
version date from it by searching the page. If this is later than the
stored version of the last upgrade date, then an archive download will be
initiated using cURL - otherwise a 'No new version' message will be
reported.

        2. I have prepared some scripting which will create a version of
the download page URL which is effectively unique by appending a PHP-style
query variable to the URL before launching it based upon the BASIC RND
function.

        3. I have the plain download page URL which has, in the past,
sometimes failed to take me to the latest version.

If the posting of a new version reveals any new data on my problem, I will
report here.
