I am unclear what is meant here by 'the state'. Is it 
interchangeable with 'government'? Does the argument that 
neoliberalism (market fundamentalism) is being replaced by 
'neostatism' mean that you see neoliberalism as a kind of polity or 
set of constitutional arrangements rather than an economic 
orthodoxy?


To take one example the most powerful decision-making body in the

member state will ever overturn the parameters of the neo-liberal 
orthodoxy. Anyone who doubts this should remember what happened to 
Greece in the debt crisis of 2009/10. So do you see the Commission 
as an example of a 'neostate'? Or is it something else again? Is 
the EU Commission included in the book?


I am curious whether your analysis of the neo-state addresses the 
current position of 'liberal democracy'which (for better or for 
worse) is in a (over used word) crisis. It seems to me that the 
liberal view of the state continues to trade on the old the 
increasingly tired old ruse of making a virtue of obscuring the 
answer to the question, who governs?   them or us, people or 
government. This deliberate ambiguity is the beating heart of 
classical liberalism and seen as a way holding the line between 
tyranny vs mob rule. But its effect is simply to keep the status 
quo in place.  This dubious magic trick (once described as the 
manufacturing of consent) has apart at the seams to be replaced by 
a techno/populist logic that depends on the 'manufacture of 
dissent'.


None of this hall of mirrors would matter if we were not facing a 
climate emergency that needs decision, action and immediate deep 
change.

At the height of World War II, Henry Luce, the founder of Time
magazine, argued that the United States had amassed such wealth and
power that the twentieth century would come to be known simply as
"the American Century." His prediction proved prescient: despite
being challenged for supremacy by Nazi Germany and, later, the Soviet
Union, the United States prevailed against its adversaries. By the
turn of the millennium, its position as the most powerful and
influential state in the world appeared unimpeachable. As a result,
the twentieth century was marked by the dominance not just of a
particular country but also of the political system it helped spread:
liberal democracy.
As democracy flourished across the world, it was tempting to ascribe
its dominance to its inherent appeal. If citizens in India, Italy, or
Venezuela seemed loyal to their political system, it must have been
because they had developed a deep commitment to both individual rights
and collective self-determination. And if Poles and Filipinos began to
make the transition from dictatorship to democracy, it must have been
because they, too, shared in the universal human desire for liberal
democracy.
But the events of the second half of the twentieth century can also be
interpreted in a very different way. Citizens across the world were
attracted to liberal democracy not simply because of its norms and
values but also because it offered the most salient model of economic
and geopolitical success. Civic ideals may have played their part in
converting the citizens of formerly authoritarian regimes into
convinced democrats, but the astounding economic growth of western
Europe in the 1950s and 1960s, the victory of democratic countries in
the Cold War, and the defeat or collapse of democracy's most powerful
autocratic rivals were just as important.
Taking the material foundations of democratic hegemony seriously casts
the story of democracy's greatest successes in a different light, and
it also changes how one thinks about its current crisis. As liberal
democracies have become worse at improving their citizens' living
standards, populist movements that disavow liberalism are emerging
from Brussels to Brasília and from Warsaw to Washington. A striking
number of citizens have started to ascribe less importance to living
in a democracy: whereas two-thirds of Americans above the age of 65
say it is absolutely important to them to live in a democracy, for
example, less than one-third of those below the age of 35 say the same
thing. A growing minority is even open to authoritarian alternatives:
from 1995 to 2017, the share of French, Germans, and Italians who
favored military rule more than tripled.
As recent elections around the world indicate, these opinions aren't
just abstract preferences; they reflect a deep groundswell of
antiestablishment sentiment that can be easily mobilized by extremist
political parties and candidates. As a result, authoritarian populists
who disrespect some of the most basic rules and norms of the
democratic system have made rapid advances across western Europe and
North America over the past two decades. Meanwhile, authoritarian
strongmen are rolling back democratic advances across much of Asia and

power in the world help explain these unforeseen developments?
That question is all the more pressing today, as the long-standing
dominance of a set of consolidated democracies with developed
economies and a common alliance structure is coming to an end. Ever
since the last decade of the nineteenth century, the democracies that
formed the West's Cold War alliance against the Soviet Union-in North
America, western Europe, Australasia, and postwar Japan-have commanded
a majority of the world's income. In the late nineteenth century,
established democracies such as the United Kingdom and the United
States made up the bulk of global GDP. In the second half of the
twentieth century, as the geographic span of both democratic rule and
the alliance structure headed by the United States expanded to include
Japan and Germany, the power of this liberal democratic alliance
became even more crushing. But now, for the first time in over a
hundred years, its share of global GDP has fallen below half.
According to forecasts by the International Monetary Fund, it will
slump to a third within the next decade.
At the same time that the dominance of
democracies has faded, the share of economic output coming from
authoritarian states has grown rapidly. In 1990, countries rated
"not free" by Freedom House (the lowest category, which excludes
"partially free" countries such as Singapore) accounted for just 12

A pro-government newspaper has criticized a hugely popular exhibition 
of her work at the Hungarian National Gallery in Budapest for 
"promoting communism".


In a July 14 article entitled "This is the way communism is promoted 
using state money", the Kahlo exhibition was listed in the right-wing 
newspaper Magyar Idok along with some other galleries, artists and 
exhibitions.


"You won't believe it but Trotsky has emerged in Budapest again, this 
time from Frida Kahlo's bed," the newspaper wrote, referring to her 
affair with Leon Trotsky, a key figure in the Bolshevik seizure of 
power in Russia, during his later exile in Mexico. Trotsky was 
assassinated in 1940.


In June, Magyar Idok also published an article by a guest commentator 
who accused the musical Billy Elliot in the Hungarian State Opera of 
spreading homosexual propaganda among its young audience. Billy 
Elliot has been on the program for two years, with over 100,000 
viewers so far.

On Sunday Hungarians went to the polls to
elect a new parliament. At stake was the fate of the prime minister,
Viktor Orbán, whom international media love to describe in dramatic,
but ultimately euphemistic, terms such as "Europe's bad boy" or
"Europe's flame thrower". Based on the near-final results, Orbán's
Fidesz-KDNP "coalition" won a staggering 48.9% of the vote, up by
4%, and a new constitutional majority of 134 seats.

They were followed, at a considerable distance, by the Movement for a
Better Hungary (Jobbik), the notorious far-right party that had
campaigned on a relatively moderate anti-Fidesz-corruption platform,
with 19.3% and 25 seats - a loss of almost 1%, but a gain of two
seats. The centrist coalition vote was split over three parties this
time.

The Hungarian Socialist party-Dialogue for Hungary (MSZP) coalition
got 12.25% and 20 seats, whereas the Democratic Coalition (DK) got
5.54% and nine seats. In 2014, the two had contested together under
the misnomer "Unity" and had achieved almost 8% and nine seats
more. The nominally Green "Politics Can Be Different" (LMP),
finally, got 6.9% of the vote and eight seats, a gain of 1.6% and
three seats.

Orbán has been in power for eight straight years, during which he
first transformed Hungary from a troubled liberal democracy into an
illiberal kleptocracy, before taking on the European status quo, and
in particular German chancellor Angela Merkel, on a broad variety of
issues, but most notably immigration policies.

He regained power in 2010 with a relatively moderate conservative
agenda centered on a vague program of change. He used his two-thirds
majority to change the constitution, appoint cronies to each and every
new and old political institution, and lay the groundwork for a
long-term reign. His electoral engineering paid off in 2014, when his
Fidesz-KDNP "coalition" maintained its constitutional majority on
the basis of the votes of "Hungarians abroad" - Hungarian speakers
in bordering countries, whom Orbán had offered Hungarian
citizenship, for which they rewarded him by voting almost unanimously
for Fidesz-KDNP.

Since then Orbán has further consolidated his "illiberal state"
at home, while becoming the most influential voice of the radical
right in Europe abroad. Putting traditional radical right leaders like
Marine Le Pen and Geert Wilders in his shadow - both openly support
him and Orbán has met several radical right leaders, including
Wilders, who has a Hungarian wife - Orbán has adopted all the
far-right conspiracy theories and has build his campaign and regime on
them.

Over the past years the Orbán government has paid tens of millions
of dollars for nativist campaigns against immigrants, including a
failed referendum, as well as the European Union. Barring a few
remaining outlets, the Hungarian media has been made into a propaganda
machine of the regime, bombarding the citizens with terrifying stories
about (Muslim) immigrants, while staying silent on the massive
corruption scandals surrounding the Orbán kleptocracy.

Polls had consistently shown that this was successful and they turned
out to have been largely accurate. Many in the opposition had believed
that if turnout was high, Fidesz would be vulnerable, and some
delusional opposition leaders even openly spoke of forming a
government. But while turnout was indeed high across the country, the
highest in this century, it was up both in the pro-government
countryside and in the pro-opposition capital. The net effect seems to
have been marginal or possibly even strengthening Fidesz.

Hungary has an electoral system with the highest disproportionality in
terms of translating votes into seats of all the EU member states - a
well-engineered outcome from the previous election reform, but there
is no denying that Orbán is by far the most popular politician in
the country. Similarly, while the OSCE published a "damning verdict"
on the elections, which might have been "free" but were certainly
not "fair", the opposition was mainly defeated by its own
incompetence. The price that they, and their supporters, will continue
to pay for this could become even higher.

In his last campaign speech, Orbán explained to his supporters what
was at stake: "For us Hungary comes first; for them George Soros and
the power he offers comes first. Because for power and money they are
capable of anything." In a previous Facebook post, he had already
warned that "we must stop any organization that promotes illegal
migration for ideological or other reasons that have no democratic
mandate".

organizations today, which is widely thought to attack civil society 
in Hungary and has been criticized by the European Commission. The 
Hungarian Civil Liberties Union (TASZ) said it will apply civil 
disobedience.



The approved law requires groups receiving more than 24,000 euros 
annually ($26,000) in overseas funding to register as 
"foreign-supported" and disclose their foreign donors, or face

an area of fear where a plastic replica of 
tribalism appears soothing and homey.

The Russian Supreme Court upheld yesterday the decision of a Perm
regional court, which had found blogger Vladimir Luzgin guilty of the
"rehabilitation of Nazism" for reposting a text on social media that
described the invasion of Poland in 1939, TASS reports. The regional
court had also fined Luzgin 200,000 rubles (around $3,000).

According to Novaya Gazeta, the text described the joint invasion
of Poland by the USSR and the Third Reich in September 1939, which
followed the signing of the Molotov-Ribbentrop Pact. The Pact, a
neutrality agreement, included a secret protocol that carved up much
of Eastern Europe into Soviet and Nazi "spheres of influence."
