With SprintPCS I've always been able to just configure the connection
via the Fedora Network configuration tool, then it shows up in NM and I
can just turn it on and off. This was true with my old 1xRTT service
and appears to be the case

What about looking to see if ppp0 is an active connection? I have a
program called conky that I run on the desktop, and it polls ppp0. When
it gets an IP address, it displays it along with transfer statistics. I

You can and it works just like any other modem except I dial #777 (Or
whatever the vendor wants you to dial) and use a generic username with
no password. The Chatscript is provided by the phone vendors (Or at
least Sierra Wireless provided one for my card). I think some
providers require a PIN

It is all manufacturer specific, this is why gprsec has profiles for
all the providers and devices. I honestly think that automatic setup
would be impossible for NetworkManager without a large database, maybe
the gprsec database can be leveraged? The best that could be done
outside of that
