Have you tried debian jessie?
At jessie it works, at suse it works, so I think it is not a hardware problem,
Maybe arch is not proper configured.

Which version of kernel, usb-modeswitch and modemmanager are you using at your
rpi2? Next week I may reproduce your setup.
The zte823 has two different Ethernet profiles 1403 and 1405, both should work.
