I'm more worried about this part of the conversation - Yeah the guy said it
had been parked for four years. - If that bike has been parked for only
four years - it must have been four long years!
I think the guy got skunked.

I have been waiting a week or more for someone who has my carburetors
that go to my bike to give them back. I have no idea why the guy won't
return them other than some people are very nice or honest. I have a
'82 and no carbs that fit are for sale anywhere I have looked. I see a
lot of carbs

No my son-in-law had given them to someone to rebuild a few months ago and
then after he gave me the bike he said the Guy would return them eventually.
But he hasn't yet and I am not sure why.
So now I am faced with waiting for some unknown Guy to return built or
unbuilt carburetors or buying
You might need to re-wire using an aftermarket fuse box. Or get lucky on a
wiring harness through ebay or cycle salvage.

unfortunately its a kidin his garage. I am going to speak to his mother
and see if that helps. I am just disheartened. And confused on if its worth
the trouble. Shouldn't I seek ones I know will fire up the bike with little
effort?

*The original equipment is the best. Have your son-in-law contact the kid
and ask for the carbs back in whatever** condition they may be in. You can
proceed from there either rebuilding them or whatever.

Get them back if at all possible, a replacement set will set you back a good

I really wish I could find a V4 car engine. Or a VR4, a narrow angle V4
trying to fit in a two cylinder footprint.

I'd say that's what it looks like to me, too. Vent tubes or drain tubes.

1st, is it possible to pop it up to a 750?
and 2nd, if it is, or is not, where could I find a good used engine? I want
to rebuild
The 650 and 750 have two different final drive methods: the 750 uses a
chain, and the 650 a shaft. Since engine and trans are one unit, you would
have to figure out how to either swap the bike over to a chain drive or the
750 trans over to shaft drive. Not really a whole lot benefit to it either,
i know of a guy north of detroit that has a 82 650 that is pretty much just a
parts bike. it doesnt have any of the plastic parts but the rest is all
there.
he said it was a running bike but got rear ended. dont think he is asking much
for it.

I guess depending on what type of engine problems you're having, you could
rebuild the engine that's in there now. That way you know that all the parts
will fit back together.
Other than that, I would look for a 650 from the same year... I don't know
all the similarities/differences between the
