Ken, I don't know what's going on with the different size gaskets. Use the old one if the new one doesn't fit - make sure you have the right filter - nmae, brand and model #? And again for what bike? The washer often goes missing at oil filter changers because the washer sticks to the filter

Drain plug may haver a copper or other metal washer to seal it but no rubber seal. One O ring is as you said for the filter housing, the other goes inside the housing on the bolt, sealing the bolt and the housing. Be sure there is a metal washer between the spring and the filter, Graham
